MeetKai Brasil Wins of SERPRO's Sovereign AI Government Tender

Artificial intelligence is increasingly becoming a matter of national infrastructure. Around the world, governments are exploring ways to harness AI while maintaining control over their data, systems, and technological future.
In Brazil, that vision is taking shape through SERPRO's Sovereign AI initiative, an ambitious effort to develop a national artificial intelligence platform built on large language models (LLMs) trained in Portuguese and operated on Brazilian infrastructure. The platform is intended to support public sector modernization, automate administrative processes, improve decision-making, and reduce reliance on foreign technologies.
Following a rigorous evaluation that included extensive technical assessments, qualification requirements, diligence, clarifications, and formal appeals, MeetKai Brasil received the highest final overall score among all participants on both capabilities and technical functionalities. The result reflects the strength of MeetKai Brasil's technical proposal and its readiness to support AI deployment at national scale.
"At MeetKai, we believe that artificial intelligence delivers the greatest value when it is purpose-built, multilingual, secure, and capable of solving public challenges at scale." said James Kaplan, MeetKai Co-Founder and CEO, "this milestone reflects not only the true dedication of our team, but also the growing demand for new, trustworthy AI platforms that combine advanced capabilities with flexibility, localization, and public-grade performance."
"SERPRO's rigorous and transparent selection process set a high standard for public-sector AI," said Peter John Alexander, President & Chief Business Officer of MeetKai. "MeetKai and MeetKai Brasil are excited to work with more companies across Brazil and expand our involvement throughout the region."
Supporting Brazil's Vision for Sovereign AI
"Sovereign AI represents a vital step toward building AI capabilities tailored to Brazil's unique needs", said Grahme Deasy, MeetKai Chief Strategy Officer, "Sovereign AI initiatives must be held to the highest standards of technical rigor, security, and accountability. Supporting Brazil's public institutions is a privilege we take incredibly seriously."
Brazil's federal government has made artificial intelligence a national priority through "IA para o Bem de Todos," the Brazilian Artificial Intelligence Plan 2024–2028, which outlines approximately R$23 billion in planned AI investment through 2028. The plan underscores the strategic role AI is expected to play in public services, innovation, infrastructure, and technological sovereignty.
As governmental institutions worldwide evaluate how AI can best serve their citizens while preserving data sovereignty, visions like Brazil's are becoming increasingly important examples of how national AI ecosystems can be developed responsibly and effectively.
MeetKai is committed to contributing technologies that, beyond innovation, are also practical, always scalable, and designed for continuous development within served nations. From advanced multilingual language models to interconnected public infrastructure, we believe AI has the potential to empower institutions, improve public services, and unlock new opportunities for economic growth.
